Abstract

Industrial and urban development intensifies emissions, energy use, water consumption, waste generation and residual exposure, requiring mitigation approaches that move beyond isolated compliance. This study evaluates how environmental regulation, green supply-chain governance, digital monitoring and nature-based solutions can reduce environmental aspects and impacts when applied separately and as an integrated portfolio. A qualitative integrative review was combined with a coded evidence matrix of 150 industrial and urban-interface observations across five regions, eight sectors and five mitigation bundles. Outcomes were assessed through emissions, energy, water and waste reductions, payback period and composite environmental performance. Across all observations, emissions fell by 22.0%, energy use by 22.8%, water use by 15.2% and waste by 21.6%. Integrated strategies produced the strongest results, achieving 31.8% mean emissions reduction, 31.4% energy reduction, 29.7% waste reduction, a 98.7 performance score and a short 1.21-year payback. Digital maturity and sensor coverage strengthened performance, while procurement and supplier audits extended mitigation upstream. Environmental impacts are mitigated most reliably when regulation, procurement, digital evidence and urban ecological buffering operate together as one evidence-driven management system. The findings support portfolio-based policy and management, reducing impact shifting while improving operational, financial and environmental outcomes across diverse sectors.
